TOWN OF RIDGEWAY REGULAR MONTHLY BOARD MEETING July 7, 2010 Members Present: Robert Thomas, Richard Strutt, Ken Bartz, Melody Scheckel, Nancy Parkos Others Present: Donny Marten, Carolyn Smith, John & Linda Lautenschlager, John Green Meeting called to order by Thomas at 6:30 PM. Minutes of monthly meeting on June 2, 2010, special meetings on June 7 & June 14, 2010, presented, reviewed & approved as read. Declared a legal meeting, notice posted at Town Hall, Farmers Savings Bank – Ridgeway Branch, Ridgeway Post Office & Hyde. Old Business: Seal Coating – Bartz made a motion to revisit recoating bids. Strutt second. Motion carried. Contract had not been signed, just a verbal. Marten had been in conversation with Scott & said they could do work within two days notice. Original requests did not include a deadline for completion. Thomas made a motion to send letter to Fahrner requesting a completion date no later than July 31, 2010 & to submit updated quote, since costs have subsided slightly. Strutt Second. Motion carried Premier at 1.499, but very leary about tank lease, if you do less than a year. New Horizons $1.549 a three year contract on tank. Buying the tank – insurance companies do not want. New Horizons 5 cents more. With Premier would have to prepay all of 5000 gallons. Thomas made a motion to contract with New Horizons again this year. Bartz second. Strutt abstained. Motion carried. Spring/Lawinger Road Project – heard nothing from Fred Guber – he was to contact board. Bartz recommended to take a look at quotes for time & material, so extra costs do not appear, before negotiating with landowners. Tabled. Brunker driveway – Discussed how to repair. Bartz made a motion to sealcoat & sand patch to repair & charge $250. Strutt second. Motion carried. Clerk to send letter explaining charge & return deposit & bill Brunkers for repair. Tires for grader – purchased 9 years ago & will need to be replaced before year end. Marten had contacted Pomps & $799/tire + $85 to install -- $5,304 for six tires at this time. Tabled Welder – Marten stated been borrowing a welder & would like to purchase a wire feed welder for approximately $1,500. Discussed budget – Welder would come out of X33 Shop & tires for grader would come out of Highway Maintenance. Strutt made a motion to purchase a wire feed welder as discussed. Thomas second. Motion carried. Hunter Safety request for hall August 9, 11, 13, 14 & 16th. Week nights from 6 PM to 9 PM. Saturday 9 AM – 2 PM. A charge for use of the building was discussed & previously charged Century Tel $50 to use building. Bartz made a motion to charge $50 for the 1st day & $5 for each extra day – total $70. Strutt second. Motion carried. Iowa County Farmland Preservation Plan, the new Working Lands Initiative for agricultural infrastructure request from Scott Godfrey. A list was compiled of properties not to be in agriculture. Thomas made a motion to forward list compiled to Scott Godfrey. Strutt second. Motion carried. Bids from Scott regarding wedging ($19,000) – eliminate Hands Hill possibly to cut costs & call Iverson for a quote. Marten to contact Scott to split each project to determine which project to scale back. Strutt made a motion to give Marten the authority to go ahead to make decision for time table & to scale back project to get wedging project completed & competitive bids. Bartz second. Motion carried. Discussed signs on Sunny Ridge/W/191 vandalized. Ridgevue Road residents expressed their unhappiness with Ridgevue Road Safety Road Project. Lautenschlager presented pictures of gravel in raod.. Logs in right-a-way on Pikes Peak Road – letter sent to Allison on June 22, 2010 & he contacted clerk & said he was unable to finish as needs his log splitter. Thomas to call Allison – Allison wanted to talk to a board member explaining what remained to be completed. Building Permit Ordinance – Board feels the current ordinance is straight forward & no reason for a change. Clean Sweep Update -- $4,250 cost & received $1595 – Cost Town: $2,655. Discussed Garbage/Recycle costs. Town & Country will be contacted to see if they are raising their costs for 2011 – will have to revisit when costs are determined to annual garbage/recycle fee, that may need to be increased to residents. 2011 Clean Sweep date May 14, 2011. Private Drive Work – After discussion – Strutt made a motion effective October 1, 2010 the Town will no longer do private drive work – grading, mowing, plowing, etc. Bartz second. Motion carried. Residents will be notified in the upcoming newsletter & notify those who currently have this type of work done. If any resident performs this type of work, notify office & a list will be compiled of contractors for residents to contact for this type of work.. A copy of map for the INSANE TERRAIN CHALLENGE 2010 bicycle rally to be July 10th – presented. Thomas read in Chronicle – none of the Towns notified. Scheckel explained email from County & J Mauel Tax collection software stating the Town should update to Windows 7 to be compatible with the County for the upcoming tax season. Strutt said it would be better if Town could get along without Windows 7 this year & see how it works for this year & Bartz agreed. Cost for gigabytes about $50 & if Windows 7 installed about $150 for each computer – maybe buy a dual Windows 7 & installer costs $10/hour. Spyware & virus outdated. Fire Resistant Supply Cabinet discussed. Marten had found one in Global Industrial 59x34x65 could fit in one of the restrooms – cost $1,239 & approximate shipping would be $255. After discussion clerk to check out Gander Mountain for comparison. Bicycle Clubs discussion – a race/ride about two weeks ago. Sheriff been contacted & has not found out who sponsored. Traveled Clay Hill, 191 to BB & traveled both ways. Discussion on if County should adopt an ordinance instead of each town/village. John Greene dropped off the costs for the fireworks & stated they did not get all used due to weather, so possibly use Labor Day weekend. Hay rack discussed August monthly meeting will be Wednesday, August 4th, 2010 @ 6:30 PM. Thomas made a motion to adjourn at 8:40 PM. Strutt second. Motion carried.
