TOWN OF RIDGEWAY REGULAR MONTHLY MEETING July 13, 2009 Board Members Present: Robert Thomas, Rich Strutt, Ken Bartz, Melody Scheckel, Nancy Parkos Others Present: Joe Brunker, Ray Laverty, John Lautenschlager, Linda Lautenschlager, Carolyn Smith, Linda Lynch, Jeanie Anderson, Michael Hartman, Cheryl Hartman, Donny Marten, LeRoy Strutt, Marian Strutt, Joe Thomas Meeting called to order by Robert Thomas at 6:30 PM. Minutes of June 3, 2009 meeting presented & reviewed . Ken Bartz made a motion to approve minutes. Thomas second. Motion carried Declared a legal meeting, notice posted at Town Hall, Farmers Savings Bank – Ridgeway Branch, Ridgeway Post Office & Website. Old Business: None Township recommendation which alternative 18/151 East of Ridgeway: Lynch read letter from DOT & after discussion, motion made by R Thomas that Concept 3 dated March 4, 2009 would remain as the preference choice for the Township. Bartz second. Motion carried. Clerk to send letter to DOT. Ray Laverty presented two land use changes. Motion made by R Thomas to approve 20 acre & 5.8 acre parrcels.Bartz second. Motion carried. Straightening curve on Ridgevue Road R Thomas gave reason for this $16,000 safety grant. Jewell & Associaes did an evaluation. Ridgevue Road residents expressed their concerns & questions. Never been an accident on that curve. Has the township taken into consideration what they are dealing with – type of rock, liability insurance, possible affects on Lautenschlager residence, incomplete plan, per phone call by Smith to Jewell The Ridgevue Road residents feel there are other curves as bad on that Road. Township concern for snow plowing & other maintenance done on the roadway. Strutt expressed the concern of the Board to have safe roads for the town residents. Thomas asked Marten if he thought Ivey would look at rock. Thomas to contact Ivey. Bartz made a motion to table this project until next month. Strutt second. Motion carried. DNR land/Ridgevue Road/mud washing onto Right of Way: Discussed how to handle – Marten spent one hour to clean off after big rain. Decided it is a soil conservation issue & Thomas to contact USDA office. Wood piled on roadway/Jungbluth Road: Three different times police officers have been called. Filled out a report for littering. Bill to be sent to logging company for patrolman’s time spent cleaning up & burning. Marian Strutt was invited to meeting. Rich Strutt presented her with a certificate of appreciation for her 25 years of service. DNR Hunter Safety/Use of Town Hall: August 4th, 6th & 11th from 6 PM – 9 PM & August 8th from 9 AM – 3 PM. Discussion regarding Spring Road: Marten gave update on progress. Landowner to be contacted to remove wood in right of way.. Concerns of Others: Anderson present to discuss fence line issue. Board members had contacted Wisconsin Towns Association & have not received a firm answer on how to handle. Boundary fence line enforceable, no case law to make a decision, no cattle on either side, are trees a legal ramification. Definition of a farm. Thomas had contacted assessor & received no reply. Bartz sent email to assessor with the Anderson parcel numbers to get the used value assessment. Clean Sweep Date for 2010. Recommended by Marten to have in May. Clerk or treasurer to contact Town & County for May 8th or May 15th. Recommended by someone in audience to have volunteers sign an insurance waiver. Again include in Newsletter no building or hazardous materials. Mowing Charge/Private driveways: After discussion, motion made by Strutt to continue with $30 minimum charge. Bartz second. Motion carried. Other concerns of Board: Verizon exposed telephone cables: Marten to contact his Verizon contact person to discuss. Premier Co-op contract to commit for gallons for winter presented to Board. Bartz to call around & get prices. Ideas on how to handle Bike rallys on township roads. B Thomas contacted Hilgenberg & Schultz. J Thomas shared thoughts regarding emergency services. Firework donation made to John Greene for 4th of July in Ridgeway. Clerk to follow up with Greene for a statement. Board to make a decision for next year. Mileage for clerk & treasurer. Monthly bills were presented for approval to pay.
