Town of Ridgeway Monthly Board Meeting Minutes April 4th, 2012 Those in attendance: Joe Thomas, Ed Bures, Melody Scheckel, Nancy Parkos, Donny Marten, Linda Lynch, Don & Cheryl Parks, LeRoy Strutt, Richard Alfred, David & Linda Renz. Absent: Tom McGraw Meeting called to order @ 8:00 PM by Thomas. Bures made a motion to approve monthly board minutes from March 7th, special meeting minutes from March 14th & Town Board/Land Use minutes from March 27th, 2012 as presented. Thomas second. Motion carried. Declared a legal meeting posted as required. Strutt Road - Lynch expressed concern to spend Town money for seal coat. Strutt asked if sealcoat handles heavy trucks. Stated if good base no problem stay off edges. Renz asked cost wise to do per mile on Strutt Road close to $18,000/mile needs base. Strutt stated they do not care either way whatever is best for the Town. Bures stated his concern for residents that would like sealcoat that will benefit for dust control. Town concern was to widen road for fire control. Renz asked fence regulations road right-a-way is 33 feet (per statute) from center of road has the most to lose because of fence. Renz concern of gas/telephone lines through their land & others land on Strutt Road. Town provides labor to rebuild fence & landowner pays for supplies. Is Town jumping gun on redoing Strutt Road & unnecessary cost to tax payers at this time possible changes with new road. Parks would like seal coat past their place for dust control. Will meet on Strutt Road during road review. Clerk to notify landowners. Thomas explained a change order on Spring Road for pea gravel instead of lime chips from Jewell. Bures made a motion to approve seal coat change order on Spring Road project to $640 additional. Thomas second. Motion carried. After review of three landowners (Jack Hughes, Jeanie Anderson, Trudy Juliana Broek) desire to be on the Land Use Committee. Thomas made a motion to appoint Trudy Juliana Broek for a three year term, replacing Richard Hibma, effective April 30th, 2012. Bures second. Motion carried. Letter to be sent thanking Hibma for years of service on committee & to Hughes & Anderson. Maintain an interest for next year for another replacement. Gravel quotes were tabled will be on agenda at Road Review meeting. Thomas to excuse himself. Ag land lease Town & Village bought land for a future school & in past been leased to Bruce Paull. There is a separate committee for Town & Village in charge of property. Bures made a motion to accept agreement with Bruce Paull to lease ag land owned by the Town & Village for $200/acre (approximately 10.84 acres). Thomas second. Motion carried. Thomas to deliver paperwork to Village for presidents signature. Discussed moving of dirt to ball park from sight. Bures made a motion to approve the existing liquor license fees effective from July 1, 2012 June 30, 2013: Class B Beer - $50; Class B Liquor - $300; Publication Fee - $10; Cigarettes - $5; Bartenders License - $14 each. Thomas second. Motion carried. Brief discussion on purchasing on line videos for $100 for the year provided by Wisconsin Towns Association. Bures made a motion to purchase for one year to access on line videos in the amount of $100. Thomas second. Motion carried. Thomas received a call from Klint McCutchin a tree fell across fence & landowner does not return phone calls. Road Review will be Thursday, April 12th, 2012, 10:30 AM. Board & Marten will meet at the Town Hall for road review. Agenda will be posted. Old Business: Bures made a motion to put ad in paper for bids on a plow truck & to schedule a special meeting for Wednesday, April 25th , 2012 at 8 PM to open bids. Thomas second. Motion carried. Scheckel report from a landowner regarding hay on town land. Told to contact Town & get on Agenda. Old Business: Replace 1997 Ford Plow Truck. Thomas made a motion to put in Chronicle for two weeks & to contact Marten for bid specifications for equipment & chassis. Schedule special meeting for April 25, 2012 at 8 PM to open bids & the Town has the right to refuse any & all bids. Bures second. Motion carried. Clerk discussed with Board a conversation with John Ley. Informed Mr. Ley the Town is working with Attorney on getting deed restriction releases. Discussion to eliminate fax machine & use one phone line for incoming calls & fax. Bures made a motion to approve the April financial statement as reconciled. Thomas second. Motion carried. Thomas made a motion to pay the bills check # Bures second. Motion carried. Thomas made a motion to approve check numbers 13193 13236 including check number 3121 to Wisconsin Department of Revenue (State Tax) & check number 3122 (IRS Federal Tax) payments made March 1st through March 31st , 2012 & payments made April 1st , 2012 through April 4th , 2012 (check numbers 13237 - 13256). Bures second. Motion carried. Next monthly board meeting on Wednesday, May 2nd , 2012 at 8 PM. Bures made a motion at 9:30 PM to adjourn. Thomas second. Motion carried.
